CONDITION IN PEACE AND THE CULTURE OF PEACE
Summary of the speech:
It is necessary to distinguish between the culture of peace and condition in peace. The condition in peace is "our" Dayton peace: it can be obtained under certain circumstances, by temporary agreement, compulsion, urgency, politics, reason.
It doesn't have to be temporary, but it is always somehow unstable. The culture of peace is something that Germany and France, obviously, accomplished after centuries of the war: Louis XVI destroyed Heidelberg, Prouses occupied half a France in 1871, French and their alliance won in 1918 and regained Alsas and Lorena, in German Lotaringy, while Germany conquered even Paris in the Second World War, and then lost everything. In this sense, Churchil's words, that Balkan has more history than it can withstand, are inequitable, because this "excessive history" lasted for centuries in the heart of Europe.
This example shows that the culture of peace cannot be accomplished neither by politics, violence, nor under certain circumstances, not even by a reason, because it requires more than a reason, as well as daily care, attention, interest, patience, developing, just like the culture in general.
